Why Plymouth roofs wear out
Valley weather
Plymouth sits along the Susquehanna River on the west side of the Wyoming Valley, about four miles from downtown Wilkes-Barre. Winters here bring around 45 inches of snow a year on average, based on 1991–2020 records at the Wilkes-Barre/Scranton airport. There are frequent freeze-thaw swings, too. Snow melts on the upper roof, the water refreezes at the eaves, and ice dams push water under the shingles. The valley humidity and the river keep shaded slopes damp, which is why algae streaks and moss are so common on older roofs around town.
A coal town's housing
Plymouth was incorporated as a borough in 1866, in the middle of the anthracite boom. The 1869 Avondale Mine Disaster, one of the worst in American mining history, happened just outside town. Much of the borough's housing comes from that coal era:
- Double-block homes, with one roof shared by two families.
- Narrow frame houses on small lots, with steep gable roofs.
- Back porches and kitchen additions under low-slope roofs.
- Brick chimneys whose flashing has failed more than once.

Living behind the levee
Plymouth is part of the Wyoming Valley levee system. The US Army Corps of Engineers lists Plymouth as one of its three levee systems, alongside Kingston-to-Exeter and Wilkes-Barre/Hanover Township. The levees were raised between 2001 and 2006, and they held when the Susquehanna hit its record crest during Tropical Storm Lee in 2011. Plenty of older homes still show signs of earlier floods, so we check framing and decking carefully when the old roof comes off.

Permits and code in Plymouth
Pennsylvania's Uniform Construction Code (UCC) is run locally. In the borough, code matters go through Plymouth Borough's Code Enforcement department. Plymouth Township handles its own permits separately, so the first thing we confirm is which municipality your house is in. The UCC exempts some residential repair work statewide, and local rules decide what a re-roof needs. When a permit is required, we pull it and schedule the inspection.
Our roofs follow the residential code adopted under the UCC. That means an ice barrier at the eaves, underlayment over the deck, drip edge, and correct step and counter flashing at walls and chimneys.

Materials we install
On pitched roofs, we install architectural asphalt shingles as a complete system. That means ice-and-water barrier at the eaves and valleys, underlayment over the rest of the deck, new drip edge, new flashing and ridge ventilation. On low-slope porches and additions, we use EPDM rubber roofing, which is built for pitches too shallow for shingles.
